Windows10 で gitlab-runner をインストールする時に Access is denied となる

gitlab-runner を Windows10 でインストールしようとしたとき、以下のようなエラーが出ました。 ``` >gitlab-runner install Runtime platform arch=amd64 os=windows pid=2096 revision=4c96e5ad version=12.9.0 FATAL: Failed to install gitlab-runner: Access is denied ``` コマンドプロンプトを管理者として実行すればエラーが出なくなりました。
